sorry for the lates reply, the reason is probably the lack of papers you have. Papers are like AP money, you earn them by contributing to the site (forum, comments, wallpaper/scan submissions etc.). For scans to download you need to spend a certain amount of papers. You could also donate to get papers, oh and you should check out the FAQ anyway when u're new ^_^

Despite that have fun here at AP and enjoy your stay.
